libfontenc1-dbg software package provides X11 font encoding library (debug package), you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libfontenc1-dbg
libfontenc1-dbg is installed in your system.
Make ensure the libfontenc1-dbg package were installed using the commands given below,
$ sudo dpkg-query -l | grep libfontenc1-dbg *
You will get with libfontenc1-dbg package name, version, architecture and description in a table
